On March 11, 2026, the Government issued Resolution No. 42/NQ-CP on the implementation of Resolution No. 255/2025/QH15 dated December 11, 2025 of the National Assembly regarding the investment policy for the Vinh – Thanh Thuy Expressway Construction Investment Project.
The Government assigns the Chairman of the People’s Committee of Nghe An Province to exercise the authority of the investment decision-maker, organize the preparation, appraisal, and approval of the project in accordance with regulations; and organize the appraisal and approval of the environmental impact assessment report results under the authorization of the Minister of Agriculture and Environment in accordance with the law.
Regarding contractor selection: The project investor is allowed to apply the direct contracting method for bidding packages under the project, including packages related to compensation, support, and resettlement. The procedures for contractor appointment shall comply with the regulations of the law on bidding.
Organizing the appraisal of environmental impact assessment reports and issuing environmental permits
The Government assigns the Ministry of Agriculture and Environment to authorize the Chairman of the People’s Committee of Nghe An Province to organize the appraisal and approval of the environmental impact assessment report results and to issue environmental permits for the project and its component projects in accordance with legal regulations, ensuring the required project schedule.
The Ministry of Construction shall take the lead, in coordination with the Ministry of Finance and relevant ministries, sectors, and localities, in developing a plan to recover investment capital of the project to reimburse the central and local budgets that participated in the project investment, ensuring the accuracy of data related to the project. The Ministry shall also fully perform the responsibilities of a specialized construction management authority in accordance with Article 163 of the Construction Law and relevant guiding decrees and circulars. In addition, it shall coordinate with the Ministry of Finance and relevant agencies to regulate the organization of maintenance, management, use, and operation of the works after completion by the locality according to its authority.
The Ministry of Public Security shall direct its subordinate units to promptly appraise works requiring fire prevention and firefighting approval; and instruct relevant agencies and units to coordinate with local authorities in site clearance, ensuring security and order, and providing support to the locality throughout the project implementation and construction process.
Strict inspection, control, and management of construction material prices
The People’s Committee of Nghe An Province shall bear full responsibility for the progress, quality, and efficiency of the component projects, ensuring that no corruption or waste occurs that could cause loss of state assets. During the process of project preparation, appraisal, and approval, the province shall continue to study measures to shorten the implementation time and review the preliminary total investment approved by the National Assembly in Resolution No. 255/2025/QH15 to ensure compatibility with the project scale, scope of investment, and actual conditions, similar to previously implemented expressway projects, while complying with legal regulations. At the same time, it shall continue reviewing and evaluating the rationality of the plan to divide the project into component projects to ensure compliance with regulations.
Authorities shall exercise their powers and responsibilities as the investment decision-maker and competent authority in organizing the implementation of component projects, ensuring that the project is completed and put into operation in 2029. The province shall also organize compensation, support, and resettlement work and identify construction solid waste disposal sites to ensure the project schedule; and announce prices for common construction materials in accordance with its authority and legal provisions.
The People’s Committee of Nghe An Province shall strictly inspect, control, and manage construction material prices, and direct its subordinate agencies and units to closely monitor developments in the construction market in order to promptly update and publish prices of common construction materials in accordance with legal regulations.
According to the plan, the Vinh – Thanh Thuy Expressway Construction Investment Project will start at Km0+000, connecting with the eastern North–South Expressway (Dien Chau – Bai Vot section) at the Hung Tay interchange in Hung Nguyen Commune, Nghe An Province. The endpoint will connect to the Thanh Thuy Border Gate Economic Zone at the Thanh Thuy/Nam On border gate pair (connecting to the planned starting point of the Thanh Thuy Border Gate Economic Zone).
The total length of the project is about 60 km, passing through nine communes in Nghe An Province: Hung Nguyen, Kim Lien, Dai Hue, Van An, Nam Dan, Xuan Lam, Hoa Quan, Son Lam, and Kim Bang.
Once completed, the Vinh – Thanh Thuy Expressway will help form the Hanoi – Vientiane expressway corridor, enhance transport capacity and traffic speed, and strengthen traffic safety and order. The project will also connect markets, promote regional economic development, create new opportunities for urban areas, industrial zones, services, and tourism, generate resources from land development, contribute to transforming the growth model and economic structure, and support national defense, security, and poverty reduction.
