Secretary of the Provincial Party Committee Hoang Trung Dung and Chairman of the Provincial People’s Committee Vo Trong Hai requested localities and units to continue focusing on site clearance work, ensuring 100% handover of the North - South expressway project site through Ha Tinh as planned.
On the morning of December 25, Secretary of the Provincial Party Committee Hoang Trung Dung, Chairman of the Provincial People’s Committee Vo Trong Hai and Deputy Chairman of the Provincial People’s Committee Tran Bau Ha went to inspect the construction progress and site clearance work (GPMB) of the East North - South expressway project phase 2021 - 2025 through Ha Tinh.
Accompanying were leaders of departments, branches, localities and Thang Long Project Management Board (Ministry of Transport) - investor of 2 component projects of the North - South expressway section Bai Vot - Ham Nghi and Ham Nghi - Vung Ang.
The provincial leaders inspected the progress and GPMB work at the construction area of the expressway interchange in Thanh Binh Thinh commune, Duc Tho district.
The provincial delegation has come to inspect the construction progress, GPMB work at the construction area of the interchange connecting the Diễn Châu - Bãi Vọt expressway section and the Bãi Vọt - Hàm Nghi section in Thanh Bình Thịnh commune, Đức Thọ district; GPMB work and infrastructure construction of the resettlement area in Kim Song Truong commune, Can Loc district; difficulties in relocating pig breeding farms of Mr. Pham Van Hai in Viet Tien commune, Thach Ha district; relocation of power lines of Cam Hung solar power plant, Cam Hung commune, Cam Xuyen district and GPMB work of the project in Ky Anh district.

During the inspection, the representative of Thang Long Project Management Board highly appreciated the efforts of the departments, branches and localities in Ha Tinh in implementing GPMB work when the site handover reached a rate of over 90%, ensuring for the contractor to deploy construction. The province’s timely removal of difficulties in construction materials (VLXD) has made an important contribution to the project being implemented as planned.

Currently, the GPMB work on the route is still stuck with some constructions, technical infrastructure has not been relocated such as power lines, farms, houses. Although at this time it does not affect the progress of the project, but if the relocation is slow, it will affect the construction plan.
At the inspection, leaders of localities: Duc Tho, Can Loc, Thach Ha, Cam Xuyen, Ky Anh reported to the provincial leaders and the delegation on the progress of GPMB project, the causes leading to difficulties and solutions to handle, remove in the coming time. Localities commit to the province about the time to complete GPMB work, hand over to the investor, the project contractor.
The fact that Ha Tinh handed over the site at a high rate contributes to the project being implemented on schedule.
During the actual inspection and hearing the progress report, difficulties in compensation, support, resettlement and exploitation, supply of VLXD construction project, Chairman of the Provincial People’s Committee Vo Trong Hai recognized, praised the efforts of units, localities in implementing GPMB and meeting VLXD source, facilitating the construction process of the project.

Affirming that the North - South expressway is a national key project, provincial leaders require localities to be determined, focus more on GPMB work to soon hand over 100% clean site to the investor, the project contractor.
Localities need to speed up the progress of completing the construction of resettlement area infrastructure, creating conditions for people to move to new places; closely coordinate with relevant departments and branches and investors to have timely solutions to remove difficulties, obstacles in GPMB issue. In case the issue exceeds the authority, the chairman of the district people’s committee must report to the chairman of the provincial people’s committee for timely resolution.
