Hanoi, July 06, 2026 – Transport Construction Investment Consulting Joint Stock Company No. 1 (TECCO1) and PowerChina Huadong Engineering Corporation Limited (HDEC) have officially signed a Memorandum of Understanding (MOU), marking the beginning of a strategic partnership in railway infrastructure development and power supply solutions for electrified railway infrastructure in Vietnam.

Synergizing Global Expertise and Local Knowledge

The signing ceremony brought together senior leadership representatives from both organizations. This event opens a new chapter by leveraging the distinct strengths of each party:

• Regarding HDEC (International Partner): As a member of the prestigious PowerChina Group, established in 1954 with core business activities including hydropower and new energy, urban and rural construction, and environmental ecology, HDEC brings formidable international credentials. In the railway transportation sector, the group has participated in more than 70 railway projects in over 20 cities across China and several foreign countries; its market presence spans Vietnam, Serbia, UAE, Oman, Israel, Thailand, Singapore, and other overseas markets. Currently, the group is undertaking full design and consultancy services for Phase 1 of the Phu Quoc Island Light Rail Project (Phu Quoc Airport – APEC Convention Center). HDEC possesses outstanding capabilities in urban railway engineering design and is one of the leading comprehensive design consulting institutes in China. HDEC will provide technical support and human resources to deliver technical consultancy services for railway projects and power supply solutions for electrified railway infrastructure in Vietnam.
• Regarding TECCO1 (Local Partner): Với bề dày hơn 42 năm kinh nghiệm và vị thế là đơn vị tiên phong trong khảo sát, thiết kế hạ tầng giao thông, đường sắt tốc độ cao, đường sắt đô thị và TOD tại Việt Nam, TECCO1 sẽ thúc đẩy mạng lưới tài nguyên, am hiểu thị trường và hành lang pháp lý nội địa để hiện thực hóa các dự án tiềm năng. Tại Việt Nam, TECCO1 đã tham gia các dự án đường sắt trọng điểm: dự án Tuyến đường sắt đô thị cao tốc nối trung tâm Tp. Hồ Chí Minh - Cần Giờ;  Tư vấn rà soát và đề xuất điều chỉnh hướng tuyến đường sắt tốc độ cao trên trục Bắc – Nam (tập đoàn VinGroup); Tư vấn thiết kế FEED dự án cho dự án Tuyến đường sắt đô thị Bến Thành - Cần Giờ (vận tốc thiết kế 350 km/h); Tư vấn thiết kế yếu tố cơ bản và thiết kế phương án cắm cọc GPMB và MLG dự án thành phần 2: Đầu tư xây dựng công trình đường sắt – Dự án đầu tư Tuyến đường sắt Lào Cai – Hà Nội – Hải Phòng (vận tốc thiết kế 160-200 km/h).

Focus on Key Transport Infrastructure

Under the terms of the agreement, both parties will establish a close cooperation framework to identify, plan, design, and co-develop large-scale projects in Vietnam, including:

• Urban rail, national railway, and high-speed rail systems.
• Power supply infrastructure for electrified railway projects.
• Electricity demand forecasting when electrified railway projects become operational (urban rail, national railway, high-speed rail), and proposing power supply solutions to offset energy deficits in accordance with the Government-approved National Power Development Plan VIII.
• Quy hoạch hệ thống mạng lưới cấp điện, trạm biến áp cho các mạng lưới đường sắt đô thị tại các thành phố lớn (Hà Nội, Tp. Hồ Chí Minh, Đà nẵng…).

Vision for the Future

Both parties are committed to promptly developing detailed action plans with clearly defined responsibilities to implement the next steps as effectively as possible. This MOU signing not only reaffirms TECCO1's credibility and standing in the eyes of international partners, but also promises to deliver advanced technical solutions meeting the most rigorous standards for future railway infrastructure projects in Vietnam.
