On September 10, 2026, in Hanoi, The Transport Engineering Construction Consulting Joint Stock Company No. 1 (TECCO1) held a ceremony to announce and present the appointment decisions for two senior personnel to serve as Senior Advisors/Heads of TECCO1’s External Relations Department in China, namely Mr. Yuan Bing and Mr. Dai Jianguo. The appointments aim to strengthen TECCO1’s connectivity, investment advisory capabilities, and international cooperation, particularly in the development of transport infrastructure and railway projects.
According to the appointment decisions, Mr. Yuan Bing and Mr. Dai Jianguo officially assumed their positions from August 1, 2026, and are responsible for providing investment advisory services for key projects.
Strengthening the Vietnam–China Cooperation Bridge
The appointment of two Senior Advisors in China represents an important step in TECCO1’s strategy to expand its international cooperation network, particularly as the development of railways, high-speed railways, and cross-border transport infrastructure between Vietnam and China is receiving increasing attention.
Mr. Yuan Bing and Mr. Dai Jianguo will serve as TECCO1’s official focal points in China, coordinating the implementation of key infrastructure projects under the Vietnam–China cooperation framework, while connecting TECCO1 with major Chinese corporations, general contractors, and strategic partners in the railway and transport infrastructure sectors.
One of their key responsibilities will be to support TECCO1 in researching, advising on, and promoting cooperation in projects such as the Hai Phong–Ha Long–Mong Cai railway, cross-border high-speed railway projects, and transport infrastructure connectivity projects between the two countries.
In addition, the two Senior Advisors will be responsible for developing and establishing international cooperation mechanisms and coordinating cross-border, cross-regional, and inter-organizational consulting activities. They will also support TECCO1 in identifying and developing cooperation opportunities in investment, finance, infrastructure construction, and railway development.
In particular, the two Advisors will participate in negotiations, provide investment financing advisory services, and promote the implementation of cross-border railway projects, border-gate infrastructure, and strategically important transport projects.

Towards an International Cooperation Ecosystem for TECCO1
Speaking at the appointment ceremony, Mr. Bui Tran Long, Chairman of the Board of Directors of TECCO1, emphasized the importance of building a team of qualified experts and representative focal points in international markets. This will provide a foundation for TECCO1 to expand its partner network and participate more deeply in large-scale infrastructure projects.
The appointment of the two Senior Advisors in China is intended not only to support TECCO1’s external relations activities but also to establish a long-term network connecting TECCO1 with Chinese consulting organizations, construction companies, railway corporations, investors, and financial institutions.
In the coming period, TECCO1 expects this network to contribute to expanding cooperation opportunities in the Company’s core areas of expertise, particularly urban railways, high-speed railways, transport infrastructure, investment consulting, and large-scale infrastructure projects.
Strengthening TECCO1’s operational focal points in China also demonstrates the Company’s strategic direction of proactively connecting international resources and mobilizing knowledge, technology, financial resources, and management experience to support TECCO1’s development objectives in the new phase.
This is expected to be an important starting point for TECCO1 to gradually establish a professional, effective, and in-depth international cooperation network, making a positive contribution to Vietnam’s strategic transport infrastructure projects.
