Investment in expanding the La Son - Tuy Loan expressway to 4 lanes

The La Son - Tuy Loan expressway connecting Thua Thien Hue province and Da Nang city after being put into operation has continuously had traffic accidents, causing people to worry every time they travel through the route. According to the reporter of CAND Newspaper, this expressway goes through many hilly areas, continuous bends. On rainy, foggy days, the observation of traffic participants is very limited. Worryingly, there has been a situation where motorcycles, pedestrians enter the expressway leading to fatal accidents.

Driver Phan Van Tuyen (running a sleeper bus on the Ha Tinh - Da Nang route) believes that the La Son - Tuy Loan expressway only has 2 lanes, lacks a hard median strip, other essential infrastructure according to the expressway standard is not synchronized. On the route is hilly terrain, narrow roads, winding bends, dense speed limit signs of 60 - 80km/h, lacking a convex mirror system to help drivers observe oncoming vehicles to handle situations…

In the first 9 months of 2023, many traffic accidents occurred on the La Son - Tuy Loan expressway, including some bus accidents leading to death. Specifically, on July 25, driver Tran Xuan Hoan (born in 1984, residing in Pong Drang town, Krong Buk district, Dak Lak) drove a 40-seat sleeper bus with license plate 47F-00088 on the La Son - Tuy Loan expressway in the North-South direction. When it came to km 11+700 section through Huong Phu commune (Nam Dong district, Thua Thien Hue), the bus rushed over the right side of the road in the direction of movement, then crashed into a rock wall leading to a traffic accident.

At the time of the accident, there were 24 passengers, 1 driver, and 2 assistants on the bus. As a result, Mr. T.M.P (50 years old, a teacher in Pong Drang town) died and was trapped on the bus and 2 other passengers were injured. The initial cause of the rollover was determined by the Traffic Police Department of Thua Thien Hue Provincial Police as due to the driver controlling the car without mastering the speed, not mastering the steering wheel causing a traffic accident.

Earlier, on the afternoon of May 30, on the La Son - Tuy Loan expressway section through Hoa Bac commune (Hoa Vang district, Da Nang), driver Nguyen Van Tuan (born in 1980, residing in Lam Dong province) controlled a 42-passenger bus with license plate 73F-000.63 in the North - South direction. When it came to km 61+400, driver Tuan let the car overtake the 16-seat car with license plate 43B-043.94 driven by Ho Phuoc Tu (40 years old, residing in Da Nang) running ahead, then collided with a truck with license plate 85H-009.64 running in the opposite direction. After the collision, the bus continued to hit the rear of the 16-seat car causing the car to lose control, hit the concrete pillar on the side of the road and then overturned. The accident caused Ms. D.P.Tr. (25 years old, residing in Binh Dinh province) to die on the spot and many people were injured.

According to the Ministry of Transport, the La Son - Tuy Loan expressway is about 78km long, belonging to the planning of the East North - South expressway approved by the Prime Minister. In which, the La Son - Hoa Lien section is 66km long, connecting from La Son village in Loc Son commune, Phu Loc district (Thua Thien Hue) to Hoa Lien commune, Hoa Vang district (Da Nang), the route goes to the west of National Highway 1, through the Bach Ma National Park area, was completed and put into operation in April 2022 (phase 1) with a roadbed width of 12m, road surface width of 11m, 2 motor vehicle lanes, no median strip, vehicles travel at a maximum speed of 60 km/h.

The Ministry of Transport believes that right from the project preparation stage, the Ministry directed the Ho Chi Minh Road Project Management Board (BQLDA) to stick to the field, carry out construction survey work, work and get consensus opinions of the localities where the project passes. The suggestions of the localities are researched and updated by BQLDA in the project design dossier to ensure the most convenient route direction, connect important economic zones, industrial zones, ensure national defense - security, and at the same time, ensure the design complies with the expressway standard, meeting economic - technical requirements. Because this expressway has to go through difficult terrain, to ensure safety during operation, the traffic safety system is designed and installed completely, safely, especially at hilly positions.
