The People’s Committee of Quang Ninh Province has just issued Plan No. 115/KH-UBND regarding the organization of the groundbreaking ceremony for the Hanoi – Quang Ninh High-Speed Railway Project. This is a key interregional transport infrastructure project with strategic significance for the province’s socio-economic development.
The groundbreaking ceremony is scheduled to take place on April 12, 2026, at the construction site of Ha Long Xanh Station (located in Tuan Chau and Viet Hung wards). The event is required to be organized in a solemn, safe, efficient, and cost-effective manner, making optimal use of available resources. At the same time, it will involve close coordination between the investor—Vinspeed High-Speed Railway Investment and Development Joint Stock Company—and relevant departments, agencies, and local authorities. The event aims to highlight the strategic importance of the project, as well as the attention of the Party and the State and the aspiration for interregional development among provinces and cities.
The event also celebrates the success of the elections of deputies to the 16th National Assembly and People’s Councils at all levels for the 2026–2031 term, creating a vibrant spirit of emulation among authorities, sectors, the business community, and the public across the province. Additionally, it will help promote communication efforts, showcase Quang Ninh’s image and socio-economic achievements, and create new momentum for the next phase of development. It also concretizes the province’s 2026 theme: “Promoting regional connectivity, sustainable development, and completing a synchronized, modern transport infrastructure system,” while promoting investment attraction activities in Quang Ninh and related provinces in the context of economic recovery and international integration.
The Hanoi – Quang Ninh High-Speed Railway Project includes a double-track, 1,435 mm standard-gauge, electrified railway line. The total length is approximately 120 km, with a maximum design speed of 350 km/h. The line starts at Co Loa Station (Hanoi) and ends at the Tuan Chau Public Park area in Tuan Chau Ward. The project is being implemented under the Public-Private Partnership (PPP) model and is expected to be completed and put into operation by 2028.
