The Quang Ninh Provincial People’s Committee has, in principle, approved the route and associated structures of the Hanoi – Quang Ninh high-speed railway project within the province, serving as the basis for the investor to proceed with subsequent steps. The preparation, appraisal, and approval of route planning and railway stations will be carried out under the authority of the Ministry of Construction.
According to the plan, the section passing through Quang Ninh is approximately 39.325 km long, from km 80+895 at the boundary with Hai Phong City to km 120+219 at the Ha Long Xanh station and depot area. The route passes through Mao Khe, Hoang Que, Yen Tu, Uong Bi, Dong Mai, Ha An, and Tuan Chau wards.
The Hanoi – Quang Ninh high-speed railway is designed as a double-track, standard gauge (1,435 mm), electrified line, with a design speed of 350 km/h; the section through Hanoi is limited to 120 km/h.
Leaving Hai Phong City, the line crosses the Da Vach River, passes through Hoang Que Ward to Yen Tu Station, then runs parallel to the petroleum pipeline corridor in Uong Bi Ward. At Dong Mai Ward, the line turns right, passing behind Dong Mai Industrial Park and heading toward the northern side of Na Mountain and Vu Tuong Mountain.
The route continues straight to Song Hot Bridge, then turns left to follow the Hai Phong – Ha Long Expressway to Minh Khai Interchange, before turning right into Ha Long Xanh Station in Tuan Chau Ward.
Regarding the station system, the Quang Ninh Provincial People’s Committee has agreed that Yen Tu Station will be an intermediate station, located at km 91+410 in Yen Tu Ward, connecting with regional transport infrastructure, including National Highway 18 and the riverside road.
Ha Long Xanh Station and depot will serve as the terminal of the line within the province, located at km 119+140 in Tuan Chau Ward, connecting with National Highway 18 and the Ha Long – Hai Phong Expressway. The total land area expected to be acquired for the project within the province is approximately 277.5 hectares.
The Quang Ninh Provincial People’s Committee has requested relevant units to continue surveys and assessments to determine specific locations and design solutions in subsequent stages, ensuring practicality and minimizing impacts on local communities, the environment, landscape, and related projects along the route. At the same time, the project must be synchronously connected with the Lao Cai – Hanoi – Hai Phong railway and the Mong Cai – Ha Long – Hai Phong railway.
The Quang Ninh Provincial People’s Committee has assigned Vinspeed High-Speed Railway Investment and Development Joint Stock Company to take the lead, in coordination with relevant units, to complete documentation and procedures in accordance with legal regulations. Prior to implementation, the investor must obtain written approvals from competent authorities in environment, national defense, security, inland waterways, and technical infrastructure.
According to the approved investment policy, the Hanoi – Quang Ninh high-speed railway project is approximately 120 km long, passing through Hanoi, Bac Ninh, Hai Phong, and Quang Ninh. The starting point is at the National Exhibition and Fair Center area in Dong Anh Commune, Hanoi; the endpoint is at a public park in Tuan Chau Ward, Quang Ninh Province.
The project will be implemented under the Public-Private Partnership (PPP) model and is expected to be completed and operational by 2028. The total investment is estimated at VND 147,370 billion, excluding approximately VND 10,270 billion for land clearance funded by the state budget. Of this, the investor will contribute VND 22,110 billion, while the remaining over VND 125,000 billion will be mobilized.
