Currently, the Ministry of Construction is developing the Draft National Technical Regulation on Urban Railways – Metro Systems and collecting opinions from affected stakeholders.

According to the report of the Vietnam Railway Authority – the agency in charge of drafting the Regulation – the development and completion of the system of regulations and standards for each type of urban railway (URT) serves as a basis for improving quality, safety, and operational efficiency, while promoting sustainable development and international integration in the field of urban public transport, in line with the policies of the Party and the Government. Once promulgated, the Draft National Technical Regulation on Urban Railways – Metro Systems will help meet the above requirements and support the completion of the regulatory and standards framework for urban railways.

The National Technical Regulation on Urban Railways – Metro Systems (hereinafter referred to as the Regulation) specifies the limits of technical characteristics and management requirements regarding clearance gauge, metro rolling stock, railway structures, electromechanical systems, and other requirements applicable to Metro systems in Vietnam. This Regulation applies to organizations and individuals involved in investment, construction, management, and operation of metro systems in Vietnam.

The contents of the Draft Regulation include the following sections: General Provisions; Technical Provisions; Management Provisions; and Implementation Organization.

The Technical Provisions section addresses basic requirements related to urban railway planning and construction; clearance gauge; metro rolling stock; infrastructure structures; station and depot facilities; water supply, drainage and wastewater treatment systems; communication and signaling systems; power supply systems; automatic fare collection systems; ventilation and air-conditioning systems; escalator and elevator systems; fire and explosion prevention and alarm systems; environmental monitoring and equipment systems; integrated monitoring systems; environmental protection and energy saving; operation and maintenance; and provisions on other systems such as platform screen doors, public security control systems, and passenger information systems.
